City talks tax rates, budget at workshop
Sep 4, 2017During a budget workshop, which followed a regular city council meeting on Tuesday, Finance Director Susan Caddell said this year’s effective tax rate is $.5150 — $.0262 below the current rate of $.5412.However, due to the increase in new property and new improvements the city is looking at, they recommend the tax rate stay at $.5412 for the 2017-2018 year.The last time a rate above the effective tax rate was recommended was in 2013. “We’ve recommended to stay at that current tax rate of $.5412,” she said. “It’s a little over a 2 cent increase from the effective rate. The effective rate is lower due to the main factor that increasing our taxable value exceeds the total of our new improvements and new property.”By adopting a rate that is above the effective tax rate, the city will have to hold a public hearing, Caddell said.The city’s proposed tax rate meeting will be at 5:30 p.m. on Tuesday, Aug. 8 in the community room of the Seguin Public Library. The first public hearing on the tax rate is at 5:30 p.m. on Tuesday, Sept. 5 in the City Council Chambers. The proposed budget also suggests that the average home value next year will increase to $148,074.Last year the average home was appraised at $138,300.“If the taxable value of a home doesn’t increase than our taxes won’t increase,” Caddell said. In the 2017-218 proposed budget the General Fund Revenue is expected to have an increase of $1,194,901, which is a 4.3 percent increase. The amount is due to the increase in values for the property tax, which is $1,113,840 and the Emergency Medical Services, which is $50,000.According to City Manager Doug Faseler, the overall revenues remained flat in other areas.Within the proposed budget, the city wants to hire an Information Systems Director to help look over all the city applications.“Over the last several years our IT and application have grown so much with having the library, law enforcement, animal services and more technology,” Faseler said. “We have a department of six, but we’re looking at a director’s position to be over I...
